3 investment options for North-South expressway
On the afternoon of June 1, the National Assembly Standing Committee will give opinions on adjusting investment policies for the North-South expressway project.
Currently, the Government proposes 3 options for converting related projects.
This option has the advantage of ensuring that North-South expressway projects are implemented on schedule set by the National Assembly, promoting economic growth.
Option 2, the Government proposes to convert 5 projects to public investment, including 4 urgent projects (Mai Son – National Highway 45 section, 63 km long; National Highway 45 – Nghi Son, 43 km long; Nghi Son – Dien Chau section, 43 km long).
According to this plan, the total investment of 8 projects is 100,250 billion VND.
La Son – Tuy Loan Expressway will connect with the upcoming North-South expressway sections.
Option 3, converting the investment form of 3 projects includes two urgent projects: section Mai Son – National Highway 45, Phan Thiet – Dau Giay and Vinh Hao – Phan Thiet.
The Government evaluates that options 2 and 3 require less budget capital, but contain many risks, as credit capital becomes increasingly tight, and the risk of not ensuring completion according to the schedule required by the National Assembly.
After more than 2 years of implementation, expressway projects in the form of PPP investment have encountered many problems, mainly related to the feasibility of project capital mobilization.
State Bank leaders said that with the current situation, the ability to provide capital for projects is very difficult.
On the side of the National Assembly’s Economic Committee, there are 2 groups of opinions, of which one group believes that converting 8 projects from socialized capital to public investment is completely feasible.
